consists of 15 multi-tribal projects. The projects primarily serve Indian students in urban areas who do not have access to reservation-based Johnson O'Malley Programs.

Because of a funding freeze, the projects are limited at present to the following: Anoka, Coleraine, Cook/Cherry, Eveleth, Fridley, Hibbing, HOTE (Heart of the Earth), International Falls,  Minneapolis, Moundsview, Robbinsdale, St. Paul, Tower, Virginia, and Warroad.
